The first thing I have to say is that sometimes when Windows reports a file missing or corrupt it is not really, just that the registry is corrupt so Windows can no longer find it. If a registry cleaner has been used on it you never know what you might have or not have. However, I do have a copy of this file on my Windows XP SP3. So you could run a Live Linux CD on it, look at the HD from Linux and see if the file is even present.

If it is there I could send you mine and you could replace it using Linux and see if that helps. If it is a registry problem, or some general corruption, then as soon as you get one file fixed it might promptly report another file missing or corrupt. If you want to go the Linux way and are unsure how to go about it shout back. Bear in mind that a Live Linux CD works purely from the CD and RAM, which means it doesn't in it's own right change Windows - when you restart without the CD it is back the way you found it in the first place (in this case not working).
